A total of 64 teams from 31 UEFA member associations participate in the 1982–83 UEFA Cup. The association ranking based on the UEFA country coefficients is used to determine the number of participating teams for each association:
Associations 1, 2 and 4 each have four teams qualify.
Associations 3, 5-7, 9 and 12each have three teams qualify.
Associations 8, 10-11, 13-18 and 20–23 (except Wales) each have two teams qualify.
Associations 19 and 24–33 (except Albania) each have one team qualify.

For the 1982–83 UEFA Cup, the associations are allocated places according to their 1981 UEFA country coefficients, which takes into account their performance in European competitions from 1977–78 to 1981–82.

Although this was the second season since the ban on English clubs in European competitions was lifted, only one English club was entered into the 1991–92 UEFA Cup. Liverpool, who had been forced to serve an extra year over all other English clubs as they had been the team present at the Heysel disaster which had sparked the ban in 1985, were England's representatives in the competition, and ultimately reached the quarter-finals. The defending champions were Internazionale F.C., who were eliminated in the first round by Boavista F.C..
The 1976–77 UEFA Cup was won by Juventus over Athletic Bilbao on away goals.
This is the only triumph for an Italian side in an international tournament without foreigners in its first team squad.
