Resident (title)

A Resident, or in full Resident Minister, is a government official required to take up permanent residence in another country. A representative of his government, he officially has diplomatic functions which are often seen as a form of indirect rule.

Resident Ministers

This full style was common as a diplomatic rank for the head of a mission ranking just below envoy, usually reflecting the relatively low status of the states of origin and/or residency, or else difficult relations.

On occasion, the Resident Minister's role could become extremely important, as when in 1806 the Bourbon king Ferdinand IV fled his kingdom of Naples, and Lord William Bentinck, the British Resident, was the author of a new and relatively liberal constitution.

Residents could also be posted with shadowy governments. For instance, the British sent Residents to the Mameluk Beys who ruled Baghdad province as an autonomous state in the north of what is now Iraq, until the Ottoman sultans regained control over it and its Wali (governor).

Resident spy

In espionage, a resident spy is an agent operating within a foreign country for extended periods of time. A base of operations within a foreign country with which a resident spy may liaise is known as a "station" in English and a rezidentura (residency) in Russian parlance. What the U.S. would call a "station chief", the head spy, is known as a rezident in Russian.

Types of resident spies

In the former Soviet Union and Russian nomenclature, there are two types of resident spies: legal'nye rezidenty (легальные резиденты, legal resident spy) and nelegal'nye rezidenty (нелегальные резиденты, illegal resident spy). In US parlance, the same distinction is between "official cover" and "non-official cover".

A legal resident spy operates in a foreign country under official cover (such as from his country's embassy). He is an official member of the consular staff, such as a commercial, cultural, or military attaché. Thus, he has diplomatic immunity from prosecution and cannot be arrested by the host country if suspected of espionage. The most the host country can do is send him back to his home country as persona non grata.

Activities of residents

Residents engage in many activities, just as people do in real life. Unlike real life, there is no biological need to seek nourishment or shelter. Thus some activities that would be necessary in the real world are purely voluntary leisure pursuits. People still often live in virtual houses, and enjoy virtual food and drink.

Residents explore, interact with one another, and create new "content." Exploration is like travel in the real world. One searches for places which might be interesting, and then goes there, sometimes even at random. There is a plethora of different destinations that one can travel to at the click of a button. Some of these destinations are real places like London or Paris, and some are imaginary places or places from the past. Individuals explore alone, but often small groups explore together. Some exploration is spontaneous, but there are also more-or-less organized tours, and there are even travel agents and reviews that are written about different destinations.
