OSD may refer to:
Joint Secretary to Government of India
Joint Secretary (abbreviated as JS) is the name of a designation in the civil service hierarchy in the federal Government of India that is fifth in the order of seniority, after cabinet secretary, secretary, special secretary, and additional secretary. This once highly selective rank, which was the second senior most in the hierarchy of civil service ranks, and to which civil servants were promoted after 30 years of service, is now a time scale rank to which all Indian Administrative Service are promoted on completion of 16 years of service , and Indian Police Service(IPS) and other civil service are 'promoted' on completion of 18 years of service. Even though the the 'rank' of JS has under gone many revisions in its responsibilities and promotion criteria, and very considerable proliferation from 25 in the 1950's to several hundred after the Manmohan Singh led Congress I Government decided to make it a time scale designation, including make JS post eligible for time bound Non Functional Upgrade (NFU), it has retained its place in the Order of precedence of India and remains listed along side Major-General and equivalent ranks in Indian Armed Forces.
