Ifo

Ifo is a Local Government Area in Ogun State, Nigeria. Its headquarters are in the town of Ifo at6°49′00″N 3°12′00″E / 6.81667°N 3.20000°E / 6.81667; 3.20000.

It has an area of 521 km² and a population of 524,837 at the 2006 census.

VOB

VOB (Video Object) is the container format in DVD-Video media. VOB can contain digital video, digital audio, subtitles, DVD menus and navigation contents multiplexed together into a stream form. Files in VOB format may be encrypted.

File format

Files in VOB format have a .vob filename extension and are typically stored in the VIDEO_TS directory at the root of a DVD. The VOB format is based on the MPEG program stream format, but with additional limitations and specifications in the private streams. The MPEG program stream has provisions for non-standard data (as used in VOB files) in the form of so-called private streams. VOB files are a very strict subset of the MPEG program stream standard. While all VOB files are MPEG program streams, not all MPEG program streams comply with the definition for a VOB file.

Analogous to the MPEG program stream, a VOB file can contain H.262/MPEG-2 Part 2 or MPEG-1 Part 2 video, MPEG-1 Audio Layer II or MPEG-2 Audio Layer II audio, but usage of these compression formats in a VOB file has some restrictions in comparison to the MPEG program stream. In addition, VOB can contain Linear PCM, AC-3 or DTS audio and subpictures (subtitles). VOB files cannot contain AAC audio (MPEG-2 Part 7), MPEG-4 compression formats and others, which are allowed in the MPEG program stream standard.

1996 Croatia USAF CT-43 crash

On April 3, 1996, United States Air Force Flight IFO-21, a United States Air Force Boeing CT-43A crashed on approach to Dubrovnik, Croatia, while on an official trade mission. The aircraft, a Boeing 737-253 originally built as a Boeing T-43A navigational trainer and converted into a CT-43A executive transport aircraft, was carrying United States Secretary of Commerce Ron Brown and 34 other people, including The New York Times Frankfurt bureau chief Nathaniel C. Nash. While attempting an instrument approach to Dubrovnik Airport, the airplane crashed into a mountainside. Air Force Technical Sergeant Shelly Kelly survived the crash, but died en route to hospital. Everyone else on board died at the scene of the crash.

The aircraft was operated by the 86th Airlift Wing, based at Ramstein Air Base in Germany. Unlike civilian 737s, the military CT-43A version was equipped with neither a flight data recorder nor a cockpit voice recorder.

Crash

The official Air Force accident investigation board report noted several reasons that led the Boeing CT-43A, callsign "IFO 21" (short for Implementation Force), to crash. Chief among the findings was a "failure of command, aircrew error and an improperly designed instrument approach procedure". Notably the inclement weather was not deemed a substantial contributing factor in the crash.
