Causeway along I-40 'functionally complete' as part of $1B Helene repairs, NCDOT says

Repairs will require the construction of the causeway, which NCDOT called "functionally complete" on July 22, and a temporary bridge and temporary haul road to use rock from the Pisgah National Forest to complete the rebuild.
