Disability

Disability is the consequence of an impairment that may be physical, cognitive, mental, sensory, emotional, developmental, or some combination of these. A disability may be present from birth, or occur during a person's lifetime.

Individuals may also qualify as disabled if they have had an impairment in the past or are seen as disabled based on a personal or group standard or norm. Such impairments may include physical, sensory, and cognitive or developmental disabilities. Mental disorders (also known as psychiatric or psychosocial disability) and various types of chronic disease may also qualify as disabilities.

Some advocates object to describing certain conditions (notably deafness and autism) as "disabilities", arguing that it is more appropriate to consider them developmental differences that have been unfairly stigmatized by society. Others argue that disability is a result of exclusion from mainstream society and not because of impairment.

Types of disability

The term "disability" broadly describes an impairment in a person's ability to function, caused by changes in various subsystems of the body, or to mental health. The degree of disability may range from mild to moderate, severe, or profound. A person may also have multiple disabilities. Disability can be measured objectively (observed) or subjectively (self-report).

Disabilities (Jewish)

Disabilities were legal restrictions and limitations placed on Jews in the Middle Ages. They included provisions requiring Jews to wear specific and identifying clothing such as the Jewish hat and the yellow badge, restricting Jews to certain cities and towns or in certain parts of towns (ghettos), and forbidding Jews to enter certain trades (for example selling new clothes in medieval Sweden). Disabilities also included special taxes levied on Jews, exclusion from public life, restraints on the performance of religious ceremonies, and linguistic censorship. Some countries went even further and completely expelled Jews, for example England in 1290 (Jews were readmitted in 1655) and Spain in 1492 (readmitted in 1868).

The disabilities began to be lifted with Jewish emancipation in the late 18th and the 19th century. In 1791, Revolutionary France was the first country to abolish disabilities altogether, followed by Prussia in 1848. Emancipation of the Jews in the United Kingdom was achieved in 1858 after an almost 30-year struggle championed by Isaac Lyon Goldsmid with the ability of Jews to sit in parliament with the passing of the Jews Relief Act 1858. The newly united German Empire in 1871 abolished Jewish disabilities in Germany.

Disabilities (Catholics)

Disabilities were legal restrictions and limitations placed on the Roman Catholics of England since the issuance of the Act of Supremacy in 1534. These disabilities were first sanctioned by the Penal Laws, enacted under the reigns of Henry VIII and Elizabeth I. They were followed by the Clarendon Code (1661–65) and the Test Act (1673).

In spite of the promulgation of the Toleration Act (1689), that removed many civil disabilities, the Catholics still had to face limitations in respect of property rights, succession rights and education. Catholics also still had no right to assemble and pray.
