.cv

.cv is the country code top-level domain (ccTLD) for Cape Verde. It is managed by the National Communications Agency (Portuguese: Agência Nacional das Comunicações, ANAC). It was introduced in 1996 and initially it was managed by the Instituto Superior de Engenharia e Ciências do Mar (ISECMAR).

ANAC has defined the following second-level domains, each with specific target users:

  • .net.cv: communication and network services
  • .gov.cv: governmental institutions
  • .org.cv: nonprofit organizations
  • .edu.cv: schools and universities (both public and private)
  • .int.cv: international organizations and diplomatic missions
  • .publ.cv: periodical magazines registered with the Directorate General of Social Communication
  • .com.cv: not restricted
  • .nome.cv: Cape Verde nationals and legal residents

  • Al-Asadi v. Bush

    Al-Asadi v. Bush (Civil Action No. 05-cv-2197) is a writ of habeas corpus filed on behalf of Guantanamo detainee Mohammed Ahmed Ali Al Asadi before US District Court Judge Henry H. Kennedy. It was one of over 200 habeas corpus petitions filed on behalf of detainees held in the Guantanamo Bay detention camp in Cuba.

    Military Commissions Act

    The Military Commissions Act of 2006 mandated that Guantanamo captives were no longer entitled to access the US civil justice system, so all outstanding habeas corpus petitions were stayed.

    Cited in other habeas petitions

    Kennedy's ruling, lifting a stay imposed upon habeas petitions in 2005, pending the resolution of Boumediene v. Bush, was cited in several other habeas petitions.

    Boumediene v. Bush

    On June 12, 2008, the United States Supreme Court ruled, in Boumediene v. Bush, that the Military Commissions Act could not remove the right for Guantanamo captives to access the US Federal Court system. And all previous Guantanamo captives' habeas petitions were eligible to be re-instated. The judges considering the captives' habeas petitions would be considering whether the evidence used to compile the allegations the men and boys were enemy combatants justified a classification of "enemy combatant".

    Hassan bin Attash

    Hassan Mohammed Ali bin Attash (Arabic: حسن محمد علي بن عطاش, Ḥasan Muḥammad ʿAlī bin ‘Aṭṭash) is a citizen of Saudi Arabia, held in the United States Guantanamo Bay detainment camps, in Cuba.Joint Task Force Guantanamo counter-terrorism analysts estimate that bin Attash was born in 1985, in Jeddah, Saudi Arabia.

    As of July 11, 2012, Hassan Mohammed Ali bin Attash has been held at Guantanamo for seven years ten months.

    Attash was just sixteen or seventeen when he was captured. Hassin is the brother of Waleed Mohammed bin Attash, who has also been described as an inmate in the CIA's network of secret prisons. Hassin too claims he spent time in the other prisons, including "the dark prison", prior to being detained in Guantanamo Bay, Cuba.

    Human Rights Concern

    The circumstances of Hassan bin Attash have triggered the attention of several human rights organizations, including Amnesty International, Reprieve and Human Rights Watch. According to their accounts Hassan bin Attash was captured on September 10, 2002, spent time in the dark prison, spent sixteen months in Jordan, where he was hung upside down, and beaten on the soles of his feet, which were then immersed in salt water. They assert that he underwent this kind of questioning until he was willing to sign anything. They claim that he wasn't interrogated about anything he himself had done, but rather about the activity of his older brother. They assert that his 70-year-old father underwent similar questioning. Bin Attash was flown to Guantanamo in March 2003.
