Naruto Uzumaki is arrested into the criminal containment facility called the Hoozuki Jou (鬼灯城?, lit. "Physalis Castle")
in the Hidden Grass Village, after he is mistakenly declared responsible for attacking the Fourth Raikage and the members of Jōnin from the Hidden Mist and Rock Village. There, Mui (無為), the head of the prison, places the Tenrou o Tsukau (天牢を使う?, lit. "Sky Prison Control")
seal on Naruto and limits his chakra. That night, Naruto uses a clone as a decoy to escape from prison, but Mui secretly takes his clone to have the Nine-tailed beast's chakra extracted which leads him to the real Naruto, and he is shortly recaptured and placed in solitary confinement, before delaying Mui's plan. During his time in prison, Naruto meets and befriends Ryuzetsu (竜舌), a female ninja in the Hidden Grass Village, who explains that Mui used Kazan from the Hot Water Village to frame Naruto and imprison him, before planning to extract the Nine tails' chakra to release the seal on the "Box of Enlightenment", which can grant any wish. Ryuzetsu also shares her plan to avenge her childhood friend and Mui's son, Muku (無垢) who was sacrificed and sealed into the box ten years ago. Naruto decides to work together with her.
