The municipality of Alten-Talvig was established on 1 January 1838 (see formannskapsdistrikt). On 1 January 1863, the municipality was divided into two: Talvik to the north (population: 1,938) and Alta to the south (population: 2,442). On 1 January 1964, the two municipalities were merged back together to form the new, larger municipality of Alta. Prior to the merger, Alta had 6,629 residents and Talvik had 3,266 residents. The borders have not changed since that time.
Name
The municipality is probably named after the local Altafjorden. The name possibly comes from the Old Norse (ǫlpt or alpt) which refers to a swan or it is a Norwegianization of the Finnish word (alaattia) which refers to a "lowland". Prior to 1918, the name was written Alten.
A municipality is usually an urban administrative division having corporate status and powers of self-government or jurisdiction. The term municipality is also used to mean the governing, ruling body of a municipality. A municipality is a general-purpose administrative subdivision, as opposed to a special-purpose district. The term is derived from French "municipalité" and Latin "municipalis".
The English word "Municipality" derives from the Latin social contract "municipium", meaning duty holders, referring to the Latin communities that supplied Rome with troops in exchange for their own incorporation into the Roman state (granting Roman citizenship to the inhabitants) while permitting the communities to retain their own local governments (a limited autonomy).
The municipalities of Sweden (Swedish:kommuner, sg: kommun) are its lower-level local governmententities. There are 290 municipalities which are responsible for a large proportion of local services, including schools, emergency services and physical planning.
Foundation
The Local Government Act of 1991 specifies several responsibilities for the municipalities, and provides outlines for local government, such as the process for electing the municipal assembly. It also regulates a process (laglighetsprövning, "legality trial") through which any citizen can appeal the decisions of a local government to a county court.
Alta was a Greek manufacturer of light and heavier three-wheeler trucks, motorcycles and passenger cars. Production of motorcycles and three-wheeler trucks with Sachs 50cc engines started in its first factory in Athens in 1962. The 50S motorcycle model was known for its reliability (some survive to date in good working condition). In 1967 it designed and developed model A700, a heavier three-wheel truck with 2-cylinder BMW 35hp engine and a payload of 800kg. The truck, featuring a pleasant design and high reliability became one of the most successful vehicles of its kind in Greece. In 1968 Alta introduced a three-wheel passenger car, model A200 (three wheelers were classified differently according to Greek law). Powered by a Heinkel 200cc engine, the car was based on the German Fuldamobil (also produced by Attica in Greece under licence), but with Alta's own body design. The company moved production to a new, larger facory in Elefsis where it operated until 1978.
