moreThis chapter explores the interplay between the OSCE and civil society in pursuing reconciliation in the Western Balkans. In this article, I argue that civil society has a strong potential to pursue reconciliation in post-war areas, understood as part of a process of rebuilding trust and dialogue among communities, but in the context of the unique obstacles present in the Western Balkans. At the same time, the OSCE, with its inclusive approach to security, stands out as a key international agent for the process and, strongly supporting civil society, has played a tremendous role in ensuring the improvement of relations among the divided parties. Despite the lack of political will of the countries’ elites, civil society and the aid of the OSCE have encouraged changes in the region.
