Everywhere the broadcast landscape is shifting inexorably from linear to digital and with it the nature of the distribution infrastructure from over the air to internet. But the UK is a beacon in continuing to want to enshrine universal access to public broadcast channels from the BBC, ITV and others. The report points out that even though Digital Terrestrial and satellite delivered households are declining, the resilience of live TV as a shared cultural experience for key moments such as cultural and sporting events has not gone away. While every household in the UK has the right to ‘decent affordable’ internet connection of at least 10 Mbit/s this would be put under strain if there were a sudden switchover to IP. Without greater advances in compression, superfast broadband speed (30 Mbit/s) is more likely to provide a reliable viewing experience but that will cost capital investment. Ofcom point out that if investment or technology advance is not forthcoming then broadband speeds would not be sufficient for a reliable IPTV viewing experience making any imminent abandonment of DTT unlikely. On the superb TV Makers podcast, UKTV commissioning exec Emile Nawagamuwa gives a brilliantly concise summary of the commissioning process. As he sees it, a commissioner’s primary job is simple. It’s all about extending their platform’s reach. This can be done in two ways: ratings or prestige. Ideally both. So how can producers cut through the noise? It starts with doing your homework. Having a deep understanding about the channel from what’s publicly available - the shows, the tone, the talent. And also to come with thoughts on what’s missing and where the channel or platform could go next. The commissioners’ role is to draw back the veil and provide the producer with all the information that is NOT publicly available. Audience insight. Shows that have been commissioned but not aired. Internal thoughts on talent. Broader strategy. Armed with this information, the producer can then begin to hone ideas focused around four key areas: 1️⃣ Talent - who is the face of the show, and what audience will they bring 2️⃣ Territory - what is the world of the show 3️⃣ Take - what’s the hook, the USP, the angle that makes it irresistible 4️⃣ Tone - what will it make the viewer FEEL, and how does this contribute to the wider tone of the channel Working in this way, conversations quickly become more targeted, more meaningful, and more productive. For producers, their slate becomes less scattergun and more focused. For commissioners, their life just got a whole lot easier. I could write a whole series of posts based on this podcast alone(!) I have spent some time formulating carefully my thoughts on this report. TLDR; A massively biased report that because of the bias misses critical issues that make its entire focus invalid. 1. The point made by the OFCOM Future of TV report is that the change is driven by consumer choice - which is not 'controllable', the decisions need to be managed. 2. The issue to be addressed is how to deal with the inevitability that the cost of providing a completely separate infrastructure to support linear consumers will mean that Broadcast is not financially viable at a point in time that is in our immediate future. 3. The report was targeted at driving responses from the industry on exactly HOW to manage the sunsetting of broadcast infrastructure in a controlled way, including an option that kept a cost (not profit) driven base minimum service to cover those who are slowest to make the transition, and to ensure minimum service to those who are left out of the IP transition. The option is not mandated as the number of those left out may be so small, that to run this minimum service may not actually make any sense. 4. The issue of cost is how to deal with the ADDITIONAL COST of running two separate infrastructures, where one is only for delivery of linear TV, and the other (WHICH WILL HAPPEN ANYWAY) covers all services, including ALL telephony from January 2027 (i.e. if you want a phone, you have to have broadband anyway by then). 5. Many of the arguments in the report are not expected to be an issue - e..g no one is suggesting that consumers will pay extra for IP delivered TV. In fact many of those arguments are based on an interesting problem that the largest cost of TV is the TV licence fee, that can be avoided if you do not consumer linearly delivered services, which is actually what is happening (currently I understand TV licence payment is at 81% of households and falling). 6. There is also a fallacy here that DTT has better coverage than broadband, driven by using an invalid broadband speed figure as the required speed to be able to stream HD video. Current USO figures of 10Mbps is sufficient for HD video streaming today, and the figures used assume the consumer is going to be streaming 4K or multiple HD services. A 10Mbps streaming service can provide you with single stream access in HD to all services, not just one Multiplex which is what is defined by the DTT 99% coverage figure. 7. Current USO is 99.26% of the country. 8. This is a discussion of how much more does the UK want to pay to run a dedicated infrastructure for only linear (which will only be 11% of viewing across both IP and Broadcast), and 20% more is too much in cost and energy terms for this. There are more points, particularly about the somewhat unbelievably (made up) numbers and invalid assumptions. This is a report targeted at finding an answer the customer wanted rather than a real assessment, even though the answer achieved is not valid. Discuss.

I speak to so many professionals who seem to see media in terms of "traditional" and "digital" - just the two piles where one is sort of quaint, and the is super-rad and cool and the future. The truth is that humans are complicated and consume what they like, and more choice gives more options, but not necessarily replacement behaviours. Radio is the original social medium, has been a digital medium for 25 years now, and the personalities and brands that drive commercial radio are still amongst the most trusted in their respective markets. In the latest episode of the Radical Moves Ltd Podcast, I spoke again about how streaming services such as YouTube are mimicking the road well trodden by audio services such as Spotify to offer a "leanback experience" with autoplay and suggested next clips. Unlike with physics, in technology adoption: sound typically moves faster than light. VOD-2-Live or VOD-to-Live or Virtual Channels - what has almost happened with FAST. It feels like something that has been discussed on the supplier side for a long time now. Back in 2018 at Vimond we had high fidelity UX designs, but unfortunately we couldn't get the buy-in to take it from the drawing board to prototype. The idea of creating personalised content playlists or channels is something I expect and hope we'll see one day, to combat information overload and analysis paralysis on the sofa. It's something I still speak often about with James Holding Magnus Svensson and Stein Erik Sørhaug - one day we'll get there! It's not just us at The Channel Store who think that the TV 📺 business as we know it is under a disruption moment in many aspects. About #DTT, now also Ofcom, UK independent communications regulator also confirms the obvious. The solution is to embrace 🙌 the FAST model = IP streaming + digital advertising. IMHO this is what #FAST truly stands out for... FAST is much more than "nostalgic 🤠🕵‍♂️🧙‍♂️ TV channels" as it was born, it's in fact, the way the linear and AVOD business will be offered in less than 5 years to most of the population in US and Europe (other regions to follow that 👣 too).
