As an Early Years provider, and a member of the Early Years Alliance, we are concerned about the widespread impact of National Insurance and Minimum Wage rises on the sector. The government must support the sector with this if we are to have a society that values the early years workforce, and where all parents are able to access high quality childcare.   Peterborough Pre Schools manager, Karen Woodcock has this to add: “We are not yet aware of the funding rates paid to Early Years providers for the next financial year, but there is a huge concern that these will fall far short of the increase to our costs. Insufficient funding will inevitably result in the closure of some Early Years settings across the country.”

Today we've published the findings of our survey exploring the impact of National Insurance changes and wage rises of the early years sector, announced in last month's Budget. It found that: - 95% of providers set to increases fees if government fails to mitigate the combined impact of National Increases and minimum wage rises - 40% of settings say permanent closure is likely if government doesn’t take urgent action - Providers also warned of plans to reduce early entitlement places or withdraw from the government schemes entirely Commenting, Neil Leitch CEO of the Early Years Alliance has said without urgent government action, changes announced in the Budget could have a "catastrophic impact" Neil said: “The financial pressure created by the sharp increases in the minimum wage announced at Budget alone would have been cause for significant concern in the sector given that, despite government claims to the contrary, funding increases have never actually reflected the need for settings to maintain wage differentials between different staff when increasing wages. “But add to this the huge rises in National Insurance costs – which the government doesn’t seem to have factored into next year’s early years funding rates at all – and you have a recipe for total disaster. “We are in the middle of the biggest expansion in the history of the early years sector, one that the government says is key to supporting parents to work and in turn, boosting the economy. It makes absolutely no sense, therefore, for the Treasury to turn a blind eye to the potential impact of these changes on our sector when it knows full well that a failure to act will, at best, push up prices even further for parents and, at worst, push the sector to the brink of collapse. “It is absolutely critical, therefore, that the government either commits to funding the National Insurance rises in full for early years settings or exempt the sector from the changes entirely – and that it adequately funds minimum wage rises both now and in the future. “Quality, affordable, reliable childcare and early education is a fundamental part of any successful economy – and yet for far too long, the early years sector has been left to struggle for survival. The new government has a chance to do things differently – but it must do it now. Inaction is simply not an option.” For more detail: https://bit.ly/3CrBgwz

A recent BBC news report shows the complexity of the issue of contact in adoption and how each case will require an individual approach and support around it. However, the report doesn’t focus on one of the crucial drivers of these changes around identity for adopted people. In 2023, PAC-UK, our adoption support service, spoke with 450 adopted people of all ages for their "Big Consult". They discovered that only 13% of adopted people felt that they had enough information under 18 to have a sense of their own identity. Family Action CEO, Sir David Holmes CBE, shares: "We believe that no one should be left behind or forgotten. No one should have to face the complexities of adoption alone—whether that’s the birth parents or the adopted child, at any age or stage of life. Our adoption support service, PAC-UK, is dedicated to helping people navigate the complex realities of adoption and special guardianship."
