* Added new static methods to TSourceComments used to format snippet and unit header comments.
* Deleted THeaderCommentFormatter class: functionality now moved to TSourceComments.
* Modified code to use new TSourceComments methods to format comments.

* Added TSourceComments class to USourceGen that provides description of comment styles for use in UI.
* Modified FrSourcePrefs and USaveSourceDlg to get comment style descriptions used in UI elements from new TSourceComments.GetCommentStyle method instead of local resource strings.

Added constant for escape key and used it in place of #27 character literal.

Flagged a previously completed TODO item as done.

* Moved setting of default main form splitter position from main form file to TWindowSettings.
* Moved declaration of constants determining minimum sizes of main form panels from main form file to public constants of TWindowSettings and change TMainForm to use the new constants.

Noted that startup state of overview pane's treeview can now be set via preferences.

Noted the new OverviewStartState value in the Prefs:General section of the per-user config file.

* Added a new group box where user can specify required start-up state of overview treeview.
* Revised code that arranges controls.

* Added support for restoring treeview in default format read from preferences when no state has yet been saved. This allows treeview to be displayed fully collapsed on startup if user requires it.
* Refactored some code involved in saving state.
