Replaced category grouping in overview frame with a tags grouping.
Renamed cCategorisedGrouping constant as cTagsGrouping and made necessary changes to calling code.
Changed main form's main View menu re change from categorised to tags groupings. Also changed wording of other "grouping" menu options.

Added new grouping of snippets by tag along with facility to render this grouping in the overview pane's tree-view.

Modified TTagsPageHTML to take account of possible null tag which is used to indicate a list of snippets with no tag.

Modified TTagView.GetDescription to return a special description for a null tag: this is interpreted as representing snippets with no tags.

Added CreateNull and IsNull methods to TTag.

Added support for HTML page that displays a list of snippets that have a certain tag.

Renamed various interface, class and factory method names in UView.pas to correct the spelling of "Null" in their names.
Modified affected code accordingly.

Fixed errors in handling of ITagView in TViewFactory.

Added ITagView interface and its implementation and a TViewFactory method to create an ITagView instance.

Updated per-user config file documentation re change of name of OverviewTab value to OverviewGrouping in [WindowState:MainForm] sub-section.
