Changed TSnippetEx.UpdateRefs to directly assign new values to Depends and XRef properties instead of using helper function.

Removed invalid TODO.

Changed type of TSnippet.Units property to IStringList and made necessary changes to using code.

Merged revision(s) 3896 from branches/parsnip:

This reverses revision 3896. The CS.Database.IO.Legacy.UserDB unit had too many differences to the current database code in "parsnip" to be easily integrated.

Copied CS.Database.IO.Legacy.UserDB unit from "experimental" branch into "parsnip" and added to project.
