Removed redundant TDatabaseLoader.IsUserDatabase method and made consequent changes.

Removed redundant TODO.

Removed UserDefined parameter from IDataItemFactory.CreateSnippet method and its implementation.
Updated calling code accordingly.

Updated help topic re changes to Select Snippets dialogue box made at r3803.

Removed buttons and supporting code that selected all snippets in either main or user database since this is now meaningless.

Revised welcome page:
* Only single database panel instead of one each for user and main database.
* Removed info about database auto-update checks.
* CSS styles altered re change of database info available.

Remove unused local variable.

Removed editSnippet() external object function.
Updated JavaScript code that calls the function and Pascal and RIDL code that implements the external object.
External object interface version remains at v13: it was changed at r3796 and there has been no release since.

Added "Edit snippet" to context menu that appears on detail pane when a snippet is displayed. This replaces the menu item that appeared automatically due to the old edit snippet command-link that was deleted in r3797.

Removed unused image file that was displayed in Edit snippet link that used to appear on snippet info detail page.
