Noted build number for CodeSnip v4.0.1 portable beta 1

Noted changes for release 4.0.1 portable beta 1.

Set version number to v4.0.1.213 (bumped build number only)
Appended "(Beta 1)" to "Portable" in special build string.

Updated product key generated for portable version to be based in part on portable medium's serial, if present, and to begin with "P:".

Updated re portable edition.

Updated privacy statement re differences portable edition's config file locations.

Changed application caption for portable edition

Updated build notes with info on how to build portable edition.

Updated make files to perform conditional compilation of CodeSnip depending on whether portable or standard edition is required.
Removed implicit rule for compiling .exe from .dpr from Common.mak and replaced by explicit rule in Makefile.
Changed make config to no longer delete Release and Exe directories since that prevents use of two separate builds to create separate program editions (previouly later make deleted output of earlier).

Changed to conditionally include different version information resource depending on whether standard or portable edition is being compiled.
