Changed application caption for portable edition

Updated build notes with info on how to build portable edition.

Updated make files to perform conditional compilation of CodeSnip depending on whether portable or standard edition is required.
Removed implicit rule for compiling .exe from .dpr from Common.mak and replaced by explicit rule in Makefile.
Changed make config to no longer delete Release and Exe directories since that prevents use of two separate builds to create separate program editions (previouly later make deleted output of earlier).

Changed to conditionally include different version information resource depending on whether standard or portable edition is being compiled.

New version information description file for portable edition of CodeSnip.

Added facility to stamp common config file with program and file version on startup.

Note: strictly speaking we only need to stamp common config file in portable version. Installer does this in normal version. But it does no harm to do this in both versions.

Created overloaded versions of Stamp method in TUserConfigFileUpdater and TCommonConfigFileUpdater that stamps respective files differently.

Added new TInstallInfo.CurrentCommonConfigFileName method that returns path to common config file.

Renamed previously missed occurences of ConfigFileNames constant as UserConfigFileNames.
Renamed MakeFullPath method as MakeFullUserPath.

Corrected HaveOldUserCfgFile method spelling from old name.
