Switched off clicking noise made by IE control on navigation.

Used call to CoInternetSetFeatureEnabled in TWBUIMgr.GetHostInfo to do this.

Added new unit to project that imports functions from UrlMon.dll that are not available in all supported operating systems.
Currently imports only CoInternetSetFeatureEnabled.

Set class of links used for news titles to "external-link" to ensure they are rendered with correct styling.

Fixes bug #3562562 (http://bit.ly/O2dNyV): Links in CodeSnip News dialogue have lost blue colour.
