New units that manage new stored selection search: USelectionIOHandler handles reading and writing selections from and to files while USelectionIOMgr.pas manages user interaction to open and save files.

Added new stored selection search to supported search types, along with a new icon resource for the search.

NOTE: Much duplication of code: implementation of new search largely replicates existing selection search and needs cleaning up.

Added new Delete method to IStringList and TIStringList.

Changed treeviews in snippet export and submission dialogue boxes so that category nodes can be expanded and collapsed. Treeviews still start up fully expanded.

Added TSelectionSearchDlg.ConfigForm method override and moved form configuration code from InitForm method which is really for form initialisation.

Updated search related help topics re recent changes in search logic and dialogue boxes.
Some topics heavily revised to accommodate these updates.

Modified text of warning label that appears when there is an active search.

Added label that appears when there is an active search to warn that selecting snippets will overwrite current search.
Also re-spaced controls slightly and greatly increased width of checkbox that displays snippet names, so that it won't truncate names.

Modified to enable tree view to be expanded or collapsed using tree view controls or via new buttons to fully expand and fully collapse the tree.
Tree view now is now collapsed when dialogue box in shown.
