Added new TSnippetID.CompareNames static class method to compare two snippet names. Reimplemented TSnippetID.Compare to use the new method.

Refactorings:
* Removed TCodeImportMgr.Initialise and replaced call to it with method content.
* Renamed TCodeImportMgr.UpdateImportInfo as InitImportInfoList.

Refactored code that writes user details to snippet's Extra information to used new TUserDetails.ToString method.

Fixed bug introduced in r1528 where setting email was updating Name property.

Added setters for Name and Email properties that trim spaces from property values and changed all code that set property fields to go through setters.

Replaced "private" class visibility specifiers with "strict private"

Made all protected interface implementation methods public.

XMLDoc commented unit.

Changed active text code to support more than one named attribute for each IActiveTextActionElem element, instead of single unnamed attribute (called a parameter) previously. Made minimal changes to using code to work with revised active text code. Functionality of using code unchanged.

Corrected type of OnHTMLWindowError event.
