* Modified code that loads database to take a closure that specifies exactly how database is loaded.
* Database re-loading modified to use new TDatabaseLoaderUI class to perform loading instead of actLoadDatabase action.

* Moved overloaded constructor and Assign method down from ECodeSnip into EAssignable.
* Added new TExceptionHelper static class that provides a single method used to (partially) clone exceptions.

Corrected svn_keywords property - changed "Rel" to "Rev".

* Added new li div style that styles divs within list items with spaced above. Permits spaced "paragraphs" within list items. Required by dlg_editsnippets.htm from r1035.
* Expanded header comments and included Rev and Date svn:keyword placeholders.

Updated snippets editor help topic with info about new "View Test Unit" button on "Compile" tab.

* Added button to "compile" tab of Snippets Editor to display unit used to test compile snippet.
* Set action for btnSetAllSuccess in designer and deleted code that explicitly set this action and action for btnSetAllQuery.
