About us

NCSS is the umbrella body for over 500 member social service agencies in Singapore. Its mission is to provide leadership and direction in enhancing the capabilities and capacity of our members, advocating for social service needs and strengthening strategic partnerships, for an effective social service ecosystem. Community Chest and Social Service Institute (SSI) are part of NCSS. We value constructive feedback from community members as it helps us better serve our mission in the social service sector. To ensure a safe and respectful space for everyone, posts that breach our community guidelines will be removed. These include those containing foul language; objectionable content such as personal attacks, hate speech and discrimination; violence, terrorism and criminal behaviour; nudity and pornography; spam, scams as well as misinformation and fake news. We may ban users who repeatedly breach these guidelines.

  • NCSS has launched our new branded seminar series, Insights to Impact (i2i), as a key engagement platform for the sector on how research and practice inform one another. 📊 On 23 July 2024, we hosted the inaugural i2i seminar, bringing together over 450 participants from Social Service Agencies (SSAs), funders, and Government agencies to discuss adopting evidence-based practices across the sector. Our keynote speaker and close partner in developing our Sector Evaluation Framework (SEF), Professor Martin Knapp, CBE shared insights on programme evaluation and the “What Works” approach in the UK – highlighting how high-quality evidence informs decision-making for more effective services in the social service sector.   • What are the objectives of an ethics review, and why is this crucial to social service practice research? 🔍 During a seminar held by NUS Social Service Research Centre (SSR) on 10 July 2024, the NCSS Translational Research team was glad to share how an ethics review ensures that service users’ rights, dignity, and well-being are safeguarded while Social Service Agencies (SSAs) carry out research studies to improve services provided to them. This is especially crucial in the sector as we serve those in need. As researchers are often also the service providers, the need for role clarity was discussed.   • Our NCSS President, Ms Anita Fam, recently presented the 🎖️ 4ST Champion certificate to Mr John Ang, President, and Mr Arthur Ling, Chief Executive of Fei Yue Community Services, recognising their organisation's efforts to empower individuals, families, and communities; foster strategic partnerships for greater impact; and develop quality, innovative, and sustainable solutions, which aligns with the NCSS Social Service Sector Strategic Roadmap (4ST).   Forming strong partnerships within the community is a key focus for Fei Yue. 🤝💼 One notable example is their Hidden Youth Outreach Service (HYOS) initiative, created in partnership with REACH (Response, Early intervention and Assessment in Community mental Health), a mental healthcare service by the Institute of Mental Health.   Through this programme, Fei Yue provides comprehensive case management, referrals, and support to socially withdrawn youths, helping them reintegrate into society. In just the first year of implementation, 83% of youths in the final stage of intervention showed improvement 📈, such as being able to leave their homes or stay in contact with family members. The programme currently serves 51 youths, with 8 successfully reintegrated into schools or jobs.   Feeling inspired by Fei Yue’s efforts?     First established in 1994, Fei Yue Community Services is a multi-service social service agency which serves and supports a significant part of the community, including children, youth, families and seniors. They cover a gamut of services including family service centres, adoption, counseling, early intervention for infants and children, active ageing centres as well as restorative work for inmates and their families. I have known both their co-founder, Leong Chin Fai, and current chairman, John Ang, for more than two decades now. Both are deeply respected seasoned sector veterans whom I have had the pleasure of working with in past years. Together with their team so ably led by Chief Executive Arthur Ling, Fei Yue have made their indelible mark in the community as an impactful organisation making a difference in the lives of the persons whom and communities where they serve. I had the honour of presenting their Chair John Ang and Chief Executive Arthur Ling with our NCSS 4ST In-Action Certificate in acknowledgement of their special initiative which reaches out to the Hidden Youth so that they can be reintegrated back into society.
