About us

The Competition and Consumer Commission of Singapore (“CCCS”) is a statutory board of the Ministry of Trade and Industry. CCCS administers and enforces the Competition Act 2004 which empowers CCCS to investigate and adjudicate anti-competitive activities, issue directions to stop and/or prevent anti-competitive activities and impose financial penalties. CCCS is also the administering agency of the Consumer Protection (Fair Trading) Act 2003 or CPFTA which protects consumers against unfair trade practices in Singapore. Our mission is to make markets work well to create opportunities and choices for business and consumers in Singapore.

  • CCCS has issued a Proposed Infringement Decision against Rei Securite Pte. Ltd. (“Rei”) and Soh Chee Keong (“Soh”) for bid-rigging conduct related to the procurement of licences for vulnerability management software and related support services.   Such bid-rigging conduct undermined the competitive process intended for the affected three invitations to quote called by Ngee Ann Polytechnic.   CCCS will make its final decision after carefully considering any representations received, together with the evidence obtained during the investigation.   Visit go.gov.sg/cccs-pid-sohrei   #CCCS #MakingMarketsWorkWell #FairMarkets #FairCompetition #BidRigging

  • Grab and Trans-cab have, on 22 July 2024, notified CCCS that they will no longer be proceeding with the Proposed Acquisition by Grab Holdings Limited through GrabRentals Pte. Ltd. of Trans-cab Holdings Ltd.. With the termination of the Proposed Acquisition, the Parties have withdrawn their application to CCCS for a decision, and CCCS has accordingly ended its assessment of the Proposed Acquisition.   • [CCCS Reminds Car Dealers to Remove Warranty Restrictions]   𝗜𝗺𝗽𝗼𝗿𝘁𝗮𝗻𝘁 𝗨𝗽𝗱𝗮𝘁𝗲 𝗳𝗼𝗿 𝗖𝗮𝗿 𝗗𝗲𝗮𝗹𝗲𝗿𝘀 𝗮𝗻𝗱 𝗖𝗼𝗻𝘀𝘂𝗺𝗲𝗿𝘀 Earlier this year, letters were sent to authorised car dealers directing them to remove restrictions that might require customers to repair or service cars exclusively at the car dealer’s authorised workshops. This is part of CCCS’s monitoring efforts in the motor vehicle repair and servicing industry.   𝗪𝗵𝗮𝘁 𝗗𝗼𝗲𝘀 𝗧𝗵𝗶𝘀 𝗠𝗲𝗮𝗻 𝗳𝗼𝗿 𝗬𝗼𝘂? All car dealers, including parallel importers, should review their warranty terms and practices to comply with the Competition Act. Warranty restrictions that deter car owners from using third-party workshops restrict competition and may in turn allow authorised workshops to charge customers higher prices.   𝗦𝘁𝗮𝘆 𝗜𝗻𝗳𝗼𝗿𝗺𝗲𝗱 𝗔𝗯𝗼𝘂𝘁 𝗬𝗼𝘂𝗿 𝗥𝗶𝗴𝗵𝘁𝘀 When buying cars, consumers should be aware of warranty terms that affect their repair and servicing rights. If unsure, seek clarification from car dealers. Also, keep documentation of work done at third-party workshops to avoid disputes when making warranty claims.   𝗕𝗲𝘄𝗮𝗿𝗲 𝗼𝗳 𝗠𝗶𝘀𝗹𝗲𝗮𝗱𝗶𝗻𝗴 𝗣𝗿𝗮𝗰𝘁𝗶𝗰𝗲𝘀 Misleading consumers on their rights under warranty may also constitute an unfair practice under the Consumer Protection (Fair Trading) Act.   • CCCS is proud to have supported Ernest Sng, Kimmie Tan, and Na Wei Heng, NUS Faculty of Law undergraduates, in their participation in the Herbert Smith Freehills Competition Law Moot 2024.   Despite tough competition, the team succeeded in making it into the oral rounds, along with 11 other teams worldwide.   Held at King's College London, the team went up against teams from Serbia and the Netherlands in the preliminary oral rounds on 14 Jun 2024.   While they didn’t advance, we are proud of their performance and glad that this experience has developed their abilities in advocacy and deepened their interest in competition law👏🏼

  • CCCS has issued a Provisional Decision on the Proposed Acquisition of Trans-cab by Grab.   Grab is dominant in the Ride-Hail Platform Market while Trans-cab is one of the largest fleets (taxi or private-hire) not owned by or in partnership with any ride-hail platform in Singapore.   The Proposed Acquisition will significantly weaken Grab’s rival ride-hail platforms. It may be difficult for rival ride-hail platforms to replace any loss of Trans-cab drivers on their respective ride-hail platforms in a timely manner.   The final decision will be issued by CCCS after consideration of representation from the Parties, as well as all available information and evidence.
