International IDEA launches a new report that emphasises the need to integrate #environmentalprotection and #inclusivity in natural resource management. This report highlights that alternative development models are essential to challenge the dominant extractivist paradigm amid the #climatecrisis. The report is part of the unique series: the Women Constitution Makers’ Dialogue, the only platform for women constitution makers and peacebuilders to exchange their experiences and support inclusive and gender-sensitive constitution-building and peace processes. 🔑 Key findings 🔹 Inclusive frameworks that integrate conflict resolution, environmental protection, and inclusion of women must be developed and utilized in peace processes and subsequent constitution-making processes. 🔹 Adopting a contextual and differentiated approach to natural resource management is essential. 🔹 Environmental considerations should be integrated into broader economic, policy and legal frameworks. We were dismayed to see in the Progress Report of the SDGs, that Sustainable Development Goal 16 (SDG16) - aiming to promote peaceful and inclusive societies, provide access to justice for all, and build effective, accountable institutions at all levels - has seen little to no progress since the start of the SDG era in 2015. In fact, justice for all, effective institutions and inclusive global governance have stagnated or regressed. Today, International IDEA and the Office of the Election Commissioner of Mauritius (OEC) are hosting a crucial ‘Technical and Advisory Support Event’ on ‘Inter-agency Collaboration in Countering Hybrid Threats’. This workshop, part of the Protecting Elections Project funded by the Government of Canada, has brought together 20 participants from the OEC, IT Security Unit, Independent Broadcasting Authority, Central Informatics Bureau, and the Cybercrime Unit of the Mauritius Police Force. Participants are actively engaging to understand, identify, and counter hybrid threats to elections in a collaborative manner. This is the third event jointly organized by International IDEA and the OEC. 📢 Our new paper, "Shaping the Post-Conflict Landscape? The Role of Constitutions in Natural Resource Governance," in collaboration with The University of Edinburgh and PeaceRep, delves into the pivotal role that natural resources play in violent conflicts. Natural resources often act as both a root cause and a facilitator of these conflicts. Processes that aim to resolve these conflicts must engage with the role that natural resources play in them, which sometimes results in peace agreements or constitutions including provisions aimed at regulating their governance. 💡 Main takeaways: ➡ When looking at natural resources such as land and extractives, it is notable that constitutions that emerge after conflict often do not deal with issues related to their governance in much detail. ➡ When constitutionalizing natural resource governance, a balance needs to be found between constitutional details necessary to ensure parties’ interests are protected, and ordinary legislation with its inherent flexibility. ➡ For natural resource revenues to be translated into prosperity for most of the population there is a need for a sound system of public financial management, but there are many challenges for setting up such a system particularly in post-conflict settings.
