request (HARQ) retransmission conditioned on its previous erroneous transmission. For
simplification, it is called'conditional FER'in this letter. On the basis of theoretical analysis,
this letter validates the necessity of modeling conditional FER in wireless communication
systems with HARQ and proposes a low-complexity implementation method. Simulation
results prove the method's accuracy.
