Airlines are rethinking how they run their Integrated Operations Control Centers (IOCC) or System Operations Centers (SOC). In a recent article about a top-performing airline, it's clear that the current setup with many screens and data sources in the SOC is too complex. Can anyone manage 7 screens, Gantt Charts, 2 keyboards, 2 smartphones, and a landline? During daily operations, airlines face many changes like delays, cancellations, aircraft swaps, and crew replacements. Airlines consider a lot of criteria, showing how complex their operations are. With different IT systems for each task, getting information in the SOC is slow. They react instead of acting proactively, wasting time. One major task is changing aircraft, which happens often and takes a lot of time. People mean well but make mistakes. Human brains often overlook details, leading to errors like "error fares." These mistakes cost airlines money and hurt their reputation. Airlines need better systems to avoid mistakes and save money. Users want simpler tools to make their jobs easier. EASA - European Union Aviation Safety Agency issues CZIBs for Israel and Lebanon airspace The European Commission and the European Union Aviation Safety Agency (EASA) are closely monitoring the situation in the Middle East and its impact on civil aviation following the recent spike in military exchanges between Israel and Hezbollah. An overall intensification of air strikes and degradation in the security situation has been noted, impacting the safety of airspace over Israel and Lebanon. In that context, the European Commission and EASA have decided to issue CZIBs recommending not to operate within the airspaces of Lebanon and Israel at all flight levels. The recommendation is valid until October 31, 2024 and can be reviewed earlier and adapted or withdrawn subject to the revised assessment. EASA will continue to closely monitor the situation, with a view to assess whether there is an increase or decrease of risks for EU aircraft operators as a result of the evolution of the threat.

The FAA has published its Congressionally mandated report on its Organisation Designation Authorisation (ODA) granted to Boeing. For those unfamiliar with the FAA regulatory system, the ODA allows the company to perform some airworthiness designee authority on their own where the FAA would be performing otherwise. This is comparable to the EASA system of Design Organisation Approvals. This report examines the influences within Boeing's corporate culture on the company's safety culture. Its conclusion directly ties several decades of corporate decisions making to an erosion in aircraft safety. Most damning is the observation that there is no objective evidence of a foundational commitment to safety that matched Boeing's description as its highest priority objective. The lessons learnt within the report are applicable to the much broader business context. Values drift and standards erode through a long process of normalising deviance. It is easy to couch each incremental corporate decision as one made in the company's best interests. It is over a long span of time that this becomes obvious. Ethical erosion occurs over time and the lessons of Boeing should be a reminder to us all.
