CommunityConfiguration: Release extension to Indonesian Wikipedia

Description

After we have released Community Configuration to Growth pilot wikis (T364895) and resolved any newly discovered issues, we should next release to Indonesian Wikipedia.

Automoderator will be one of the first non-Growth features to utilize Community Configuration, so we should scale the Community Configuration to this Moderator Tools pilot wiki ASAP.

Acceptance criteria:

  • Investigate current Growth configuration settings at idwiki, and ensure migration script covers this unique migration.
  • CommunityConfiguration extension has been enabled on Indonesian Wikipedia
  • GrowthExperiments configuration has been migrated to the CommunityConfiguration extension

A first look into idwiki config in operations/mediawiki-config:

  • GELevelingUpFeaturesEnabled: true everywhere
  • GEPersonalizedPraiseBackendEnabled: false on idwiki
  • GENewcomerTasksImageRecommendationsEnabled: true on idwiki
  • GENewcomerTasksSectionImageRecommendationsEnabled: true on idwiki
  • GENewcomerTasksLinkRecommendationsEnabled: true on idwiki

Other noticable config that is different from the pilot wikis, but should not affect CommunityConfiguration rollout:

Should we break T366458 into subtasks, or do you think it's OK to tackle that all together?
