I don't really care to work on this, to be honest. Special:ListFiles/<username> provides most of the functionality this would, and I'm fed up with Special:NewFiles for a while after working on T124214.

I'm afraid this one is already being worked on: a schema change (dependency) is being rolled out at this moment, and a patch to add this filter to Special:NewFiles is already up for review.
