Add PD-ineligible as a license option.

We already have a pd-ineligible license defined, and it can be used in upload campaigns, but it's not in the default set.

This is essentially a matter of configuration, so we should probably ask the Commons people what they think. @ElveyLDAP, can you raise this issue on-wiki somewhere?
