New EU vote backs European heavy transport reforms: Crucial Europe-wide revisions of the rules and regulations governing the heavy transport sector - strongly supported by ESTA - moved a step closer on Monday (October 7) when the European Parliament's newly installed Transport and Tourism (TRAN) Committee voted to back them. The measures include: • a ‘one stop shop’ per country for permits • standardised permit application forms • use of electronic permits • harmonisation of escorting rules and vehicle markings • a ban on language requirements for drivers • permitting systems to be available in all EU language They also include the long-awaited Europe-wide adoption of the standard SERT documentation for abnormal load vehicle registration – a move that ESTA has supported for many years. SERT, the Special European Registration for Trucks and Trailers, is intended to reduce the paperwork and bureaucracy faced by the industry. The measures are all contained in the revisions to the EU's Weights and Dimensions Directive (96/53) that are currently under discussion. Monday's meeting took place at unexpectedly short notice and the vote saw 30 of the TRAN Committee's 46 members back the measures which now move to the next stage - negotiations with the Council - before possible implementation. ESTA - the European association of abnormal road transport and mobile cranes - was founded in 1976 and since then has grown steadily. Today, we have active members in eighteen countries and have established very close ties to the equipment manufacturers who supply the heavy transport and mobile crane industry, giving ESTA members the opportunity to voice ideas on future developments and technical issues. ESTA works to: - Continually improve equipment to create a safer working environment, alongside the manufacturers - Harmonise equipment travel rules, general conditions of work and reduce permit delays throughout Europe - Continuously improve the image of the sector - Enhance the quality of service provided to clients - Promote safer ways of working - Create the opportunity for ESTA's members to exchange information, allowing them to work together all over Europe. In addition, when there is a new issue of particular importance, ESTA creates a working group to investigate and produce recommendations. Something urgent for the weekend: ESTA is calling on its members and the whole heavy transport industry to take immediate action this weekend to back proposed and essential EU transport reforms by lobbying their relevant national MEPs. We have just learned that on Monday evening, October 7, the newly appointed members of the European Parliament's Transport and Tourism (TRAN) Committee will meet to discuss whether to continue with the current proposals to revise the Weights and Dimensions Directive (96/53). ESTA strongly supports the proposed revisions which include many measures the organisation has long called for, such as standardised permit application forms, use of electronic permits and harmonisation of escorting rules and vehicle markings. ESTA Director Ton Klijn said: "As an ESTA member you are invited to raise this issue urgently in contacts with MEPs from your country who are a member or substitute member of EP TRAN." Scale of AdBlue safety concerns revealed: Research carried out by ESTA has exposed deep concerns in the heavy transport and lifting sectors about engine malfunctions thought to be caused by AdBlue additives. At the time of writing, 55 companies had responded to ESTA from ten different countries with the biggest numbers coming from the UK, the Netherlands and France. They reported problems with mobile and crawler cranes, trucks and SPMTs. The commonest incident was a public road breakdown with almost half of the respondents saying that safety had been compromised as a result. A small number reported dangerous interruptions to wind turbine and port load-out work. Even more concerning, many of the companies said they had experienced multiple incidents in the past two years with three suffering more than 20 in that time. ESTA has set out its five-year transport priorities in a new manifesto entitled "Competitive and Harmonised Abnormal Transport in Europe". The manifesto's four headline priorities are: - Harmonised rules for abnormal road transport - Access to safe and secure parking places - Adoption of sector-specific rules and elimination of country- specific barriers - Establishment of abnormal transport corridors ESTA Director Ton Klijn said: "It is essential that our political leaders appreciate the need for a coordinated approach that crosses European borders and boundaries if potentially great efficiency gains for industry and our clients are not to be lost." ESTA is calling on members' health and safety experts to support the work of our HSE Commission as we campaign for the harmonization of European HSE regulations and systems. While health and safety laws in the European Union are governed in principle by Brussels’ directives, they are enforced at the national level and each member state has its own legislation and enforcement agencies. This has resulted in regulations that are different from country to country – and in some cases from district to district. Call for common electronic co-driver system after German success: ESTA is calling on authorities around Europe to adopt standardised electronic permitting, route and driver support systems as a way to both improve safety and efficiency in the heavy transport industry. The call follows Germany’s country-wide acceptance of ERNA, the Efficient Road Navigation Assistant developed by ESTA member Sommer, the German heavy transport support company. ESTA Director Ton Klijn said: “It would be tragic if European authorities allow a fragmented approach with different incompatible systems being developed in different countries.” ERNA – which is available in 13 languages – is a certified digital driver assistance system for the heavy and high-capacity transport industry. Hopes for marking and lighting progress: ESTA is optimistic that new regulations to harmonize marking and lighting on heavy transport will be contained in the EU's revised Weights and Dimensions Directive (96/53) that is currently being considered by the Council of Ministers. The association has been campaigning on this issue for more than five years since it set up a specialist working group which produced detailed recommendations. The revised directive contains measures to harmonise the numerous and complex rules governing abnormal transport, including a provision that Member States shall cooperate to "avoid the multiplicity of vehicle markings and signalling" alongside a proposed obligation on the European Commission to ensure that such a provision is implemented. ESTA's long-standing campaign has been led by Iffet Turken, ESTA Section Transport President and executive board member of trailer manufacturer Kässbohrer. She said: “This shows that we are slowly and steadily making progress, even though it is taking far longer than we would like."
