1. SCOPE
The present specification deals with the circuit breakers and the switchers of the MVdc neutral circuit, to be installed in the two
converter stations of 1000MW ±500kVdc HVDC link between Cepagatti (Italy) and Kotor (Montenegro), whose acronym is
“MON.ITA.”. The link is designed as bipolar LCC with marine electrodes. Moreover this specification aims to describe also the
components, that have to be considered as an integral part of the equipment, in particular:

Circuit breakers and disconnecting switches will be compliance with Italian Law. In particular with respect to the Italian Low D.M.

materiale isolante e di materiale metallico, contenenti parti attive di apparecchiature elettriche”
All the raw materials and all the parts will be in accordance with the Italian code, “Raccolta “S” – “M” - “VSR” edited by ISPESL,
at present INAIL.
As considered by INAIL qualification procedures, the components can be either calculated or laboratory tested.
- Casting enclosure: will be performed bursting test performed and calculated according to part 8.B of “Raccolta VSR”
- Laminate, extruded pipe and welded casting: will be performed and calculated according to “Raccolta VSR”
The prototype qualification will be done according to “Raccolta VSR.8.B”

3. SYSTEM CONFIGURATION
The system configuration of converter stations in Cepagatti (Italy side) and Kotor (Montenegro side) are shown in Figure.1.
This system lay out is in according with the doc. RIFR10007CCC12625 “Study of the requirements of the DC circuit breakers”,
that has to be considered as reference.
4. TECHNICAL DESCRIPTION
The gas systems configuration for NBGS and for MRTB, GRTS, NBS are shown below as (a) and (b)
respectively.

4.11 Locking and command devices for low and high pressure.
Standard IEC 62271-203 is applicable. For hydraulic system of GCB, opening lock pressure and closing lock
pressure is set on the pressure switch for GCB control. Detail is described in “Hydraulic system in GCB” of
“4.13 Control protection and alarm system”. For SF6 gas system, each compartment has density control device
with 2 density levels. 1st level is alarm and 2nd level for operation lock. Detail is described in “Gas monitoring
system” of “4.13 Control protection and alarm system”.

4.16 Flammability
Standard IEC 62271-203 applies. Control wires and control cables are fire-retardant.
4.17 Partitions
Partition between gas compartments is in accordance with standard IEC 62271-203. And they are painted
with RAL-2009 traffic orange.
4.19 Noise
Standard IEC 62271-203 applies. The maximum level of acoustic pressure is 89dB(A) at 10m from the
apparatus . This is measured at closing operation of GCB and HSDS.
4.20 Corrosion
Standard IEC 62271-203 applies. Protection for corrosion of metal steel structures is hot dip galvanizing.
Other parts made of steel are protected by painting. Details such as color, type of paint and thickness are
described in the painting procedure: PIFR10007CCC 32684
Operation mode
Operation mode of GCB can be switched between “Servizio” and “Prova” by 43RD switch equipped in the Local
Control Panel (LCP). Operation mode of LSDS/HSDS can be switched among “Servizio” “Manualle” and “Prova”.
“Servizio”: opening/closing command coming from control system is allowed. Opening/closing local command
(Local control panel push button) is not allowed.
“Prova”: opening/closing command coming from control system is not allowed. Opening/closing local command
(Local control panel push button) is allowed
“Manualle”: opening/closing command coming from both control system and local control panel is not allowed.
Manual operation by hand is only possible.
Heater is equipped in the LCP and mechanism box of GCB, HSDS and LSDS to prevent dew condensation.
In the LCP, lamp is equipped. It lights when the door is opened (door switch ON). Those AC circuit are protected by
MCCB in case of short circuit.
4.22 Earthing
CB+LSDS unit or CB+HSDS unit are mounted on common base frame. Every base frame, L-C-SA unit and LCP
have an earth terminal which can connect the earthing wire from the plant’s ground mesh. The earth terminal can

connect one 80mm - 300mm or two 80mm -100mm earthing wire at its V-shaped groove with 4-M12 stainless
steel bolts(included). The position of earth terminal is described in “Outline drawing of the circuit breakers and
switchers of the MVdc neutral and electrode circuits, DIFR10007CCC25870”.

Circuit Breaker
The construction of Circuit breaker is shown in Fig.3 and Fig.4. CB consists of interrupting unit (3) and
operating mechanism (4). Inside gas tank (3-1), interrupting chamber (3-2) is supported by supporting
insulator (3-3), then a current path is formed through conductors (3-4, 3-5). Interrupting chamber is consisted
of fixed contact assembly (3-2-1) and moving contact assembly (3-2-2). Moving contact assembly is operated
by hydraulic operating mechanism (4-2) through insulating rod (3-2-6).
L-C-SA unit
SA energy absorption capability 1.5MJ is enough value for DCCB operation. At the most severe condition
of all the simulation cases for DCCB interruption, SA absorbs about 100kJ energy as described in P41
and 43 of the document: “Study of the requirements of the DC circuit breakers, RIFR10007CCC12625”.

The operating process of High-speed DS (HSDS) is shown in Fig. 1 and the construction is shown in Fig. 2.
HSDS is running under “Off” position normally and Circuit breaker (CB) “On” position for NBGS (Process 1).
HSDS maintains the insulation between neutral line and earth potential, and HSDS is closed when voltage
level increases abnormally on the neutral line. HSDS openes after CB opens. From the above, HSDS is
required the same closing speed as CB, therefore the operation is performed by motor charged spring force.
And the opening operation is also performed by motor charged spring force.

The construction of Low-speed DS (LSDS) is shown in Fig. 1, and operating process is shown in Fig. 2.
LSDS consists of Gas tank, Fixed contact, Movable contact, Gas bushing, Insulators and Operating
mechanism(Motor drive). LSDS is running under “On” position normally same as Circuit breaker (CB). And
LSDS maintains the insulation of neutral line after CB opened. Since LSDS has not capability of current
interruption, then LSDS is operated opening operation by motor drive mechanism under de-energized line
condition, and also LSDS is closed before CB closing operation.

Function/ Construction
3 main function of Local Control Panel (LCP) is the following.
Detail of sequence is described in “Schematic diagram of the Local Control Panel of the circuit breakers and
switchers of the neutral DC circuit –MRTB, GRTS and NBS, WIFR10007CCC32680” and “Schematic diagram
of the Local Control Panel of the circuit breakers and switchers of the neutral DC circuit –NBGS,
WIFR10007CCC32681”.
Signals whether CB/ HSDS/ LSDS are opened or closed, visible from outside of the LCP
Alarm indicator regarding the presence of any alarms or locks for the low SF6 gas pressure and the
hydraulic system status of CB which described in 4.5 Control protection and alarm system, visible from
outside the LCP

- C & O: A closing operation and another opening operation as independent of its sequence
These operating requirements determine the required capacity of stored energy for operation of the
apparatus.
Operating requirements are described in “Study of the requirements of the DC circuit breakers
“RIFR10007CCC12625”, P6-34, Clause 1-4.
7. TEST
The type test and factory acceptance test shall be described in “Routine test & Type test procedure of the MVdc
circuit breakers and/or switchers, incl. the aux circuits PIFR10007CCC35201” in detail. Those tests comply with the
relevant IEC standards and TERNA specification.
7.1.1 General

(1) Visual inspection
Each component shall undergo a visual inspection to check wether they meet the prescriptions in this
specifications.
(2) Seismic qualification
IEC62271-207 applies. And computational calculation shall be performed.
(3) Noise level measurements
The test is already performed for switching operation.
(3)Check of protective coatings
The painting procedure PIFR10007CCC32680 is the designed specification.
* DC-CB with HS-DS have already been tested, therefore no tests shall be planned for the combination.
