Net -Net.... SHEIN coming to Bharat/India may not be a good news for the Garments Industry and the nation. We keep hearing in press that SHEIN is coming to Bharat/India in partnership with Reliance Retail. Some perspectives : 1. By bringing SHEIN to Bharat, Reliance Retail will do major disservice to the garments industry and India as a whole....as, India does not have similar kind of integrated manufacturing eco-system as SHEIN has in Guangzhou in China. 2. If Reliance Retail imports garments to Bharat from China....it would again be a big disservice to the Industry and India. 3. SHEIN primarily is very western in its thought process, product language and designs...hence would cater only to customer's western wear needs of Bharat/India. 4. There are many Value Fashion Retailers in Bharat/India who need to reinvent themselves and take up Fast Fashion Online business seriously and scale it. 5. State Governments need to incentivise and build a comprehensive Garments manufacturing eco system to enable and encash such an opportunity. 6. Any Indian corporate/startup need to leverage this colossal opportunity over the next decade. Interesting times ahead for the Apparels Industry. Did PMTS fail India? General Sewing data (GSD) was the de-facto labour costing solution for apparel manufacturers in the early 90s. GSD/timeSSD/ProSMV/SewEasy etc. are customized Predetermined Motion Time System (PMTS) for calculating standard time of any sewing operation. MTM-2 is  the industry agnostic building block for PMTS. I got myself certified as India’s first GSD practitioner way back in November 1995. GSD entered India through Info-Edge solutions (a subsidiary of KSA Technopak at that time) in 1997. NIFT faculty members underwent an appreciation course on GSD to ensure that students were sensitized about PMTS, and still continues. Despite our best effort to convince GSD to provide a certification system to create independent/freelance PMTS engineers failed and GSD decided to emphasize it as a software solution and partnered with IIGM to market in India. Due to wrong positioning of GSD (as a software / database / dataset), the demand for GSD practitioners (with illegally copied code sheets) started increasing and training took the backseat. Many organizations hired those GSD practitioners (who brought datasets with them illegally) and started using them. Almost two and half decades later…..where are we? Today alongside GSD we have Pro-SMV/SewEasy/timeSSD as well as many clones available officially. We have organizations with licensed versions of software without practitioners (so they are unable to use) and on the other hand there are licensed practitioners with illegal databases or created their own version. Copy and counterfeit is a sign of growth of any brand, Levi’s boss once mentioned very proudly that “counterfeit Levi’s is our biggest competitor”. But that may not be the case with PMTS. The essence of any PMTS engineer is the ability to see or visualize the sewing operators motions and select the motion codes correctly. This requires shop floor level practice for at least 2-3 years before you become desk-bound. Unfortunately most of the GSD practitioners became desktop industrial engineers (obsession with the database). Some estimates show there may be 1000+ certified PMTS practitioners in India. Even today I see factories (where so called practitioners exist!) are clueless about estimating the standard time for any sewing operation. Nobody cares (dares!) to analyze an operation afresh! (that means they are incapable to do so), but merely adding some factors to an existing time (God knows the source!). 📢 The Good News for the garment industry in India! The United States International Trade Commission (USITC) has highlighted India’s growing credibility as a preferred apparel sourcing destination. The report cites India’s political stability as a crucial factor for US-buyers, making the country a reliable choice for apparel production and delivery. As per the Business Standard story the report says “Brands are more willing to source high-value or fashion items from India compared to less politically stable countries, as they are confident they will be able to produce and receive their products." As per Business Standard "While the report praises India's competitiveness, particularly in cotton-based garments, it also outlines key challenges for the industry. High labour costs, small production units, and costly logistics hinder scalability. Additionally, the limited capacity for manufacturing man-made fibre (MMF) garments restricts India's growth potential, with some brands perceiving the country as overly specialised in cotton products." *Exporters of textiles are upbeat as September shows rapid growth.* *Kolkata:* Textile and apparel exporters are optimistic about growth as India’s geopolitical and economic environment improves. Industry players are hopeful that this positive momentum will continue, marking a significant turnaround for the sector. According to data from the Confederation of Indian Textile Industry (CITI), apparel exports surged by 17.3%, while textile exports saw a 9.5% increase in September. Textile exports for the month amounted to ₹13,800 crore, with garment exports reaching ₹7,896 crore. Former CITI chairman Sanjay Jain noted that the past two years had been challenging for garment exports, but the outlook is now improving. He expects the next 18 months to be promising, driven by rising demand from the US and European markets. "Much of the business has shifted from Bangladesh since August, and this trend is expected to continue into the next quarter," Jain said. He also highlighted that raw material prices have begun to stabilize, further supporting growth.

India has lot of NIFT institutes now. Hence lack of infrastructure cannot be an excuse. Actually all the Indian Talent of Garment sector has gone to Bangladesh. There is a saying ‘You pay peanuts you get monkeys’. The scale of Garment factories in India is small MSME. Even the big names have fragmented themselves to multiple factories at multiple locations to remain small in size thereby remaining invisible to the government authorities. Without size & scale, you cannot pay higher salaries and attract right talent for each of these fragmented factories. This is my simple answer & thought to your above write up. Tackle the size & set up big factories with economies of scale on lines of China, Vietnam, Bangladesh & Srilanka. You will be able to pay higher salaries, the Talent will follow automatically.
