buckpasser
One who shifts or reassigns the blame or responsibility (for something) to another person, group, or thing. From the idiom "pass the buck." Every politician becomes a buckpasser whenever they come up against a campaign promise they can't keep. Maybe instead of being a buckpasser, you should have a think about what you could be doing to improve your performance. The strike has dragged on for so long because both management and the union are led by buckpassers.
gas-passer
slang Someone who administers anesthesia (which comes in gaseous forms). Once the gas-passer is done, we'll go ahead in and start operating. A: "I'm terrified that I'll be able to feel everything the surgeon is doing." B: "Believe me, you won't, not once the gas-passer's done with you." Even for an outpatient procedure like a tonsillectomy, you still see a gas-passer. The doctors don't want you to be awake for something like that!

buckpasser
n. someone who cannot accept the responsibility for something. (see also pass the buck.) When something really goes wrong, everybody suddenly becomes a buckpasser.
gas-passer
n. a jocular nickname for an anesthetist. (Hospitals.) My gosh! The gas-passer charged almost as much as the surgeon.
