Document the new Monolog ConsoleHandler

@Tobion added a ConsoleHandler to the MonologBridge that enables to show logs in the console. This can be documented based on this blog article.

The ConsoleHandler is in the MonologBridge, not bundle.

This should be placed in a new article in /cookbook/logging, just like the "How to Configure Monolog to Email Errors" article that's already there.

Then on the /cookbook/index page, under "Console" a link should be placed to this article too, preffixed with (logging), just like some links that are already in that index page.
