CSS Modules conversion -- EXCITING Task to take on!

@alexfedoseev and I are looking for help to migrate the current bootstrap usage to use the new libraries that Alex and I have developed which allow for:

• CSS Modules
• Bootstrap 4 (but probably won't convert immediately unless the bootstrap-webpack has a branch that supports this)
• Soon hot reloading of the CSS and JavaScript within the Rails view, not just the Webpack Dev Server (WHAAAAAA? Are you kidding? Stay tuned, according to @alexfedoseev!)
