MAINT: remove end year from copyright

It seems like we should follow CPython's python/devguide#1470. ping @scipy/maintainers, x-ref #22223 (comment)

• LICENSE.txt
• doc/source/conf.py

and potentially other places I have missed, but we can start with those.
