Create files in make, install in make install

The nice fix would be also to get these .example files created at 'make' time now, cleaned up at 'make clean' and 'make install' only installs what was done at 'build' stage.

@arekm: I've pushed a relevant change. Can you take a look if it solves the problem you mentioned?

build, clean, install works as expected.

btw. Was it intended to not install init/service files?

From what I remember, make install has never installed ejabberd.init or ejabberd.service. They are just prepared and left there.
