NetBSD still adopts the old iconv signature for buffer inputs. The next release will to so we can assume it will remain that way for awhile.

NetBSD still adopts the old iconv signature for buffer inputs. The next release will too so we can assume it will remain that way for a while. Close phpGH-12001
