Add fill_value option to reindex

Currently missing values are filled with NA. It should be NA by default, but you might want it to be zero in some cases, too

I think we could have a list where we map these kind of overlap/correspondance to timeseries.

Similar. That's part of the masked array interface. This allows you to
"fill with 0" versus "fill with NA" when reindexing
