Join failure with multiple blocks of one type (unconsolidated)

Working on failing test case, reported by user. Fix is clear but need to reproduce

Can't figure out a way to unit test because I can't create little-endian object arrays on my platform. Would have to load a pickle created on a 32-bit platform (?)
