Speed enhancements in DataFrame.xs

General xs function in internals.py is way too slow

Made about 5x faster today, should cythonize and then close this ticket

Attempt to cythonize doesn't have an appreciable impact. Letting this one go-- really the whole block internals should move to Cython eventually
