Bundling zstd with PHP #72

Hey @kjdev I wanted to ask you before asking PHP Internals.. would you be interested or opposed to having this extension bundled in the next PHP minor?
I think it would be great to have zstd compression more broadly available than only having it as a pecl-extension, especially now that almost all browsers support it. Currently zip/deflate is really the only option you can rely on.
For you it would mean giving up the maintainership as the PHP internals would take over maintenance, but of course you'd still be welcome to contribute and maintain it. That's why I wanted to ask you first before bringing it up for discussion on the internals list.
If you agree that it'd be a good move, @dunglas and myself would be happy to help write up an RFC. Let us know :)
