Drag target very small if IPython Dashboard has no notebooks #1492
Description
When importing a notebook into the dashboard, the table of existing notebooks is the drag target. This is quite a small area. If the drag target is missed, the browser merely loads the ipynb file as plain text. Consider making the drag target larger, especially if the existing notebook list is empty.
