Tab in the notebook after `(` should not indent, only give a tooltip

We have a small regression which I think was introduced by the recent CM fixes.  Tab after `(` should only show the popup tooltip but in that case should not try to indent.  The fix should be pretty easy, I'll try to have a look if @ellisonbg doesn't beat me to it, since he's deep in the middle of that code right now.
