Adds guideline to be follow when creating a new example
Adds instructions to follow when a PR is accepted with a new example

After accepting a PR with new examples it is needed to follow a couple of steps:

Regarding js-ipfs
- Update js-ipfs CI to run the test script of the example
Regarding Fork-N-Go
- Create a new repository based on (https://github.com/ipfs-examples/example-fork-go-template)
- Turn off issue/wikis/projects/discussions
- Disable Releases/Environments/Packages
- Follow the instruction inside the README
