Have something saying what I, as an existing maintainer, think are sane next steps

Sometime last year I wrote in an email what I thought were the next few things that should happen with html5lib if someone were to more actively maintain it. I should dig this up and do something appropriate with it. (Maybe just dump it in this new issue.)

I think #445 is the only thing which doesn't already have an open issue, so… let's close this already!
