I'm not a VS Code expert, but I notice that this PR microsoft/vscode-go#1743, which added support for substituting environment variables in settings, appears to consider only go.gopath and go.toolsGopath. In other words, it does not appear to be a general feature of settings parsing.

@hyangah informs me that ~ tilde works as an alternative to $HOME. But we can implement this feature.
