[Spend Allocation] Notification not sent to managers #87487

Steps to Reproduce

  1. Configure spend allocation for a project
  2. Have two users members of the project: one owner and one manager
  3. Reach the spend allocation limit for the project

Expected Result

A notification that the spend allocation was consumed is sent to both users as per docs:

Team members with Manager, Billing, or Owner-level permissions will be notified via email when 80% of your Spend Allocation for each project has been consumed, and then again when 100% has been used up.

Actual Result

Notification was sent only to the owner.

As managers, owners and billing members are allowed to set spend allocations I expect all three to receive the notification as the documentation states. However, only the user with owner permission received the email.

Notification was triggered as per audit logs.
Sendgrid logs only show emails sent to the owner.
Both users have spend allocation notifications enabled for the organisation
Both users are members of the same team associated with the project.
