[RELEASES] Fix logic for showing release health banner

This is a nextjs app and it should already have everything for release health instrumented:

It's also visible in the screenshot that release rows have session data.

I'd expect this banner not to be visible in this case.

I think what happened here is that sentry.io was loaded in the browser, and as the projects were getting created for the first time; the Project object got put into the query-cache in the browser.

Then, as part of setup the first events came in and updated project.hasSessions on the server, but not in the cache (because the browser doesn't even know to update the cache).

Therefore we skip this return null statement:

sentry/static/app/views/releases/list/index.tsx

Lines 421 to 423 in 3e40d1c

	if (!selectedProject || this.projectHasSessions !== false || !releases?.length) {
	return null;
	}

because the value is equal to false (if we didn't have the project then it would be null) and show the banner. After doing a browser reload the banner should've disappeared.
